It rolls stats for level 70, but only requires character level 1 to be equipped. The Hellfire Amulet is a craftable legendary amulet in Diablo III. In order to craft the best amulets in Diablo 2 Resurrected, you used to have to be at least level 93 in order to make sure you could get one.
